Towcester Southern Extension Development

Persimmon Homes and Bloor Homes have submitted amended plans and a revised suite of documents (including a new Environmental Statement) in association with an existing application for planning permission for an urban extension to the south of Towcester on Land at Towcester Vale. 

 

West Northamptonshire Development Corporation (WNDC) originally received the planning application but it is now being determined by South Northamptonshire Council (SNC) following the transfer back of planning powers for major schemes in April 2012. 

 

The development proposals have been revised having regard to changes in planning policy, the publication of the Towcester Masterplan, negotiations with Local Authorities and Statutory Consultees and to responses received during public consultation.  The main changes have been the reduction in houses from 3000 to 2750, a revised Masterplan, and the reconfiguration of the proposed relief road – particularly the proposed junction with the A43.

 

The application seeks outline consent for the creation of a new mixed use neighbourhood at Towcester comprising:

·         2750 homes

·         Employment land to support B1 (Office, Research and Development, Light Industrial), B2 (General Industrial) and B8 (Storage and Distribution) uses

·         A main Local Centre (food store, retail units, public house/restaurant, doctors surgery/medical centre, nursery/crèche and community hall)

·         A support local centre (corner shops, takeaways)

·         A mixed use commercial area to accommodate Class C1 Hotel with conference and leisure facilities

·         Two new primary schools

·         A site reserved for a new secondary school

·         Areas of public open space and strategic landscaping,

·         And the provision of the Towcester Relief Road connecting the A5T to the A43T.

A copy of the revised Environmental Statement is included in the documents and, along with the application forms, plans and other documents is available for inspection by the public free of charge during normal office hours (8:45 a.m. and 5:15 p.m. Monday to Thursdays and up to 4:45 p.m. on Friday) at South Northamptonshire Council Offices, Springfields, Towcester, NN12 6AE or on the Council Online Planning Register at http://snc.planning-register.co.uk/   Members of the public may obtain copies of the application (chargeable) from South Northamptonshire Council Offices.  Members of the public can obtain copies of the Environmental Statement from the Agent for the scheme by contacting Pegasus Planning Group direct (6-20 Spitalgate Lane, Cirencester, Gloucestershire, GL7 2DE) at a charge of £75 for the main volume of the Environmental Statement, £150 for the Appendices, £10 for a CD, and with no charge for a copy of the Non-Technical Summary of the Environmental Statement.

Anyone who wishes to make representations about this application should write/email the Council at the above address by 12 October 2012 quoting the application number and clearly stating whether it is in objection, support or commenting on the application.  You should be aware that if your comments are received any later, the application may have already been determined, however, the Local Planning Authority have to take into account any representation received up until the application is determined.  It is unlikely that the application will be determined before March 2013.
